The Green Bay Packers rallied in the second half for a 35-25 win that dropped the Steelers to 4-3 for the season.
Quarterback Aaron Rodgers directed the Steelers to a 16-7 halftime lead with a 113.8 passer rating, but the Packers rallied with scores on their first five second-half possessions -- including 21 fourth-quarter points -- to win at Acrisure Stadium.
Rodgers finished with a passer rating of 101.5 after the Steelers could muster only a long field goal and a late touchdown in the second half.
"I just feel like we had some discipline issues and some penalties, unnecessary," said Rodgers. "And you're not going to win a lot of games when we're so bad on third down (1 for 10). Boz bailed us out with four incredible kicks. But, playing good teams we need to score touchdowns and we just stalled out in the high red zone."
The Steelers opened with Chris Boswell's 56-yard field goal. A 4-yard pass from Rodgers to eligible tackle Spencer Anderson preceded a 45-yard, third-and-3 bomb to Roman Wilson. Four plays later, Boswell's bomb gave the Steelers a 3-0 lead with 8:41 left in the opening quarter.
The Packers answered with a 6-play, 67-yard drive capped by a 16-yard Jordan Love pass to tight end Tucker Kraft for a touchdown that gave the Packers a 7-3 lead with 5:05 left in the first.

Brandon McManus's 57-yard field goal fell short for the Packers to open a big second quarter for the Steelers. They took over at their 47 after the miss and Kenneth Gainwell ran 9 and 8 yards to set up Boswell's 50-yard field goal that cut the Packers' lead to 7-6 with 12:18 left in the half.
Boswell's third long field goal of the half -- a 48-yarder -- gave the Steelers a 9-7 lead at 5:52 before halftime. Ke'Shawn Williams' 16-yard punt return set up the scoring drive. Key plays included a 12-yard Rodgers pass to Ben Skowronek, a defensive hold on third-and-8, and a 9-yard run by Jaylen Warren.
A second consecutive three-and-out by the Steelers' defense set up their first touchdown, a 2-yard Rodgers pass to Metcalf. The key plays of the scoring drive were a punishing 17-yard run by Warren around left end, a 14-yard run by Gainwell around right end, and a 21-yard defensive pass interference call on third-and-8 that gave the Steelers a first down at the Green Bay 15. A rollout pass for 10 yards to Metcalf set up the short touchdown throw on a slant pattern by Metcalf.
Following a missed 44-yard field goal by the Packers, the Steelers led at halftime, 16-7.
The Packers got back in the game in the second half. The Packers drove 90 yards in 9 plays for a touchdown, a 9-yard Love pass to Savion Williams. The key play of the drive was a 59-yard catch-and-run by tight end Kraft on a third-and-5 call. The touchdown cut the Steelers' lead to 16-14 with 8:48 left in the third quarter.
"We were good at 16-7," Rodgers said. "We had a nice drive there in the first half, and then just didn't decide the game. But the one play where, I don't know, it seemed like the guy was offsides on third-and-8 and we didn't come up with a catch. They didn't make the penalty call, and then we punted, and they had a wild play to (Kraft) getting back in the game. That was a big moment."
The Steelers answered with Boswell's second 56-yard field goal of the game. The key plays of the drive were a 24-yard pass to Metcalf on a slant and an 11-yard pass to Warren out of the backfield as the Steelers led by 19-14 with 5:34 left in the third.
Packers regained the lead with a touchdown on the first play of the fourth quarter. A 33-yard catch by Christian Watson on a third-and-7 pop-up heave by Love put the ball at the Pittsburgh 7. Two plays later, Josh Jacobs ran for a 3-yard touchdown and the conversion pass to a wide open Romeo Doubs gave the Packers a 22-19 lead with 14:55 left to play.
The Packers added to their lead with Love's 24-yard touchdown pass to Kraft, and with 10:57 remaining, the Packers led 29-19.
The Steelers went three-and-out and the Packers responded with McManus's 28-yard field goal that boosted their lead to 32-19 with 5:28 remaining.
A fumble by Gainwell two snaps later was recovered by the Packers at the Pittsburgh 26 with 5:07 remaining. The 25-yard field goal by McManus pushed the lead to 35-19.
Wilson scored his first NFL touchdown by hauling in a 21-yard pass from Rodgers. The conversion pass fell incomplete as the touchdown, with 2:07 remaining, ended the scoring at 35-25.
Wilson's 4 catches for 74 yards led the Steelers' offensive players. Warren topped all rushers with 62 yards on 13 carries.
Kraft led the Packers with 7 catches for 143 yards and 2 touchdowns.
"Well, just an honest assessment," Rodgers said. "I think setting feelings aside and being OK with criticism, any position, any player, and being honest about what we need to do to improve. And then we can't beat ourselves. I think in three losses, there've been times we've had opportunities and we've hurt ourselves with turnovers or just negative plays. So, we've got to cut those out. We've got to get same page on offense and defense, and keep the faith."
