Carter, the Steelers’ 2011 NFL fifth-round draft pick from Fresno State University, saw action in eight games this season, primarily on special teams. Carter recorded one defensive tackle and one special teams tackle.

Replacing Spann’s spot in the practice squad is running back Albert Young. Young, a third-year player, spent time with the Jacksonville Jaguars prior to the start of the 2011 season. Young originally signed with the Minnesota Vikings as an undrafted rookie free agent out of the University of Iowa. During his two seasons on the active roster, Young accumulated 82 rushing yards.
Spann will wear No. 30 and Young will wear No. 41.
